AtkinsRéalis support Oxfordshire County Council on £600m worth of transport projects

14 March 2024

In 2021, Oxfordshire County Council appointed AtkinsRéalis as delivery partner on the council’s £600m capital transport and infrastructure portfolio.

They were appointed via our Professional Services Framework, which allows the council to compliantly access a range of consultancy services under a single provider.

The projects on which AtkinsRéalis are engaged are aligned with Oxfordshire County Council’s 2022 Local Transport and Connectivity Plan, which outlines the council’s vision for a net zero transport and travel system.

AtkinsRéalis are working on several transport infrastructure projects in connection with the council’s Housing Infrastructure Fund (HIF), as well as the Oxfordshire Housing and Growth Deal, which provide funding towards infrastructure improvement across the county.

Additionally, they are undertaking a range of consultancy assignments, including strategic transport planning studies, transport modelling, climate change/net zero studies, placemaking studies, and environmental planning.

Like all local authorities, Oxfordshire County Council is experiencing funding challenges. With the help of AtkinsRéalis’ in-house local authority funding team, they are advising the council on available funding options and revenue streams, exploring both public and private sector sources, and evaluating the associated benefits and risks.

Help continues to be given to Oxfordshire County Council in order to maximise efficiency in project planning and delivery. For example, AtkinsRéalis have taken the lead on the development of the supply partner collaborative working charter, which they are creating in conjunction with the council and other supply partners. The resulting handbook will outline clear guidelines that optimise supplier relationships and ensure smooth transitions between project design and construction phases.

Jonathan Oram, Director of Frameworks at Pagabo, said: “It’s great to see AtkinsRéalis delivering a portfolio of transportation and infrastructure projects of such importance. Oxfordshire Country Council accessed the multi-disciplinary lot of our Professional Services Framework which provide them with all of the services they required under a single, compliant appointment. We’re proud to have played our part and excited to see the impact these projects will bring.”

John McLauchlan, Head of Service for Infrastructure Delivery at Oxfordshire County Council, said: “AtkinsRéalis has brought not just additional capacity but also industry expertise and fresh perspectives to the delivery of Oxfordshire County Council’s very exciting – but also very challenging – infrastructure programme. They have proven to be both a flexible and reliable partner for OCC.”

Arafat Ahmad, Managing Consultant at AtkinsRéalis, said: “Our relationship with Oxfordshire County Council is very much that of a strategic delivery partnership. It’s a proactive role where we have the opportunity to make a positive difference to the way the council approaches transport and environmental planning and capital projects. This helps them deliver better value, more efficient services to the county’s residents.”
